According to the U.S. Census Bureau, approximately 72 percent (142 million) of the eligible voting age citizen population (197 million) was registered to vote in 2004.

This means that more than 55 million people were unregistered, and therefore did not participate in the November 2004 elections. This figure is larger than the number of votes cast for either George Bush (50.5 million) or Al Gore (50.9 million) in the 2000 elections.

Polling shows that there are approximately 80 million gun owners in the U.S. (A Gallup Poll conducted in Oct 2004, found that 38 percent of Americans say they have a gun in their home, representing approximately 80 million Americans.)  Assuming gun owners are registered at the same rate as the population as a whole (72 percent), as many as 22 million gun owners were not registered to vote in the 2004 elections. 

The National Rifle Association of America has created the NRA Freedom Action Foundation, a tax-exempt charity under Section 501(c)(3) of the Internal Revenue Code, to focus on non-partisan voter registration and citizen education initiatives.
